The focus of the MRGDC waste management efforts over the last seven years has been to help our local governments and communities respond to the changing regulatory environment surrounding federal and state waste management policy.

Uncertainty about certain issues have placed local communities virtually in the dark when making decisions about their own local waste disposal and management options. The MRGDC waste management program staff has sought to help pierce that darkness for them.

We have revised our adopted Regional Municipal Waste Management Plan to reflect changed circumstances; for instance, the region has only six landfills. We have provided funds for the establishment of three recycling centers in Uvalde, Carrizo Springs, and Eagle Pass, two balers, five wood chippers, a shredder for another community, a set of scales, two recycling trucks and trailers, three citizens collection station enhancements, educational materials, one pick up truck and a camera for local enforcement, one glass crusher, one can crushers and a used oil collection centers in each of the nine counties in the region.

All of these efforts were aimed at helping local communities comply with the changing requirements of state and federal policies. Without the regional program, and the regional allocation of state fee resources that supports it, few of these things would have been possible. In this regional allocations scheme, which the MRGDC helped establish through its intergovernmental relations effort, this region receives more resources in its allocation that it remits in fees to the state, making us net winners on a statewide basis.

As events and regulatory regimes continue to mature, driving up disposal and waste management costs even further, the region as a whole will at some point have to revisit the idea of a regional scale facility and waste management effort. In the meantime, we plan to continue our efforts to help communities keep as much of our current system as possible in place.

Texas Commission on Environmental Quality (TCEQ) Pass-Through Projects

FY-94 Municipal Grant Funds:

Purchased a Model 90 Wood chipper. This chipper is shared between the cities of Big Wells, Camp Wood, Sabinal and Real County through an interlocal agreement.

FY-95 Municipal Grant Funds:

Purchased two Vertical Downstroke Balers for the cities of Carrizo Springs and Uvalde.

FY-96 Municipal Grant Funds:

Funded two Centralized Recycling Centers and one COG-managed project; the monies awarded were used for educational purposes, building materials, and purchase of equipment such as: forklifts, scales, glass crushers, trailers, etc. as well as Financial and Fiscal Management of Solid Waste Services.
